San Diego’s Lindbergh Field recorded 2.73 inches of rain in one day as flash flooding swept through Southcrest, Shelltown and other southeastern neighborhoods. Homes, businesses and vehicles were inundated—many beyond the places people traditionally thought of as “flood zones.”
Residents and insurers later alleged that inadequate maintenance of Chollas Creek channels and storm drains contributed to the losses. In 2026, the City Council approved a $6.326 million settlement with 17 insurers seeking reimbursement for claims they paid. Separate resident litigation remained ongoing.

Is flood insurance required in San Diego?
A lender may require coverage for a federally backed mortgage in a high-risk FEMA flood zone. Elsewhere it is often optional, but risk can still exist.
Does homeowners insurance cover flooding?
Standard homeowners policies generally exclude damage from rising floodwater. Flood coverage requires a separate policy.
